In answering your questions, you have to first understand that it is not my intend to teach you in evading the responsibility of obeying the law, but simply California legal system is ill-structured (and that's why I will not exactly teach you how to do that).

1. Your license is at risk.

Your license is set to be suspended within 30 days after you are arrest (the police should have given a notice to you already). In this case, you will need request a hearing from DMV to keep your driving privilege (even it may be restricted). Otherwise, even you may not guilty after all, your license can be still subject to suspension.

And remember - driving while under license suspension is a serious offense - so you can effectively throw your Taiwanese license away.

2. What exactly is the police charging you?

DUI is a misdemeanor by itself that can make you face jail time (but it is not usual for first time offender). While at the same time, you are charged with something else. Depending on the charge itself (you should be able to see that in your Notice to Arrest), the judge may impose jail time for you (as in theory (not legally), exceeding speed limit by 30 MPH can consider reckless.

3. Outcome

Money is first. Second, DUI is a criminal record. So you know the rest.

In theory, the U.S. can deny any future visa or deport you based on DUI.

4. Your Defense

Do you need a lawyer? Maybe. Depending on what you are looking for.

If you plan to plead guilty, then no - most lawyers won't be able to reduce sentencing for you (You can try to ask any lawyers and see. Beside, you can also plead bargain yourself with District Attorney anyway.)

If you plan to evade your legal responsibility (not guilty), unless you can understand and handle the situation well, then a lawyer is needed.
